Cool Edit does have a decent reputation--I haven't used it all that much. The problem with trying to take out sound--Is it will take out stuff you want to keep at the same time.
I am not a sound guy by anymeans--But you may be better off keeping it in.

CAN ANYONE OUT THERE RECOMMEND A GOOD SOFTWARE THAT CAN REMOVE THE BACKGROUND NOISE
THAT THE SUPER 8 CAMERA (CANON 814) PRODUCED DURING ONE OF MY SHOOTS? SOMEONE RECOMMENDED
COOL EDIT 2000,IS IT ANY GOOD?

The noise reduction software in cool edit is pretty good - but to fully remove the noise you'll end up with dialogue sounding like it was spoken through a bucket at the bottom of the sea.
The best results I had was witht he parametric equaliser in Premiere - there's also one in Cool Edit - just experiment with the settings - and try and find the fundamental frequency as well as the harmonics and reduce the volume level of them. Sometimes you can get acceptable results with it - but it will never be perfect.
The best thing is to blimp the camera in the first place - or voice over the dialogu - I had to do this a few times on my Super 8 feature In My Image www.mango-a-gogo.com/inmyimage/image.htm
